Regarding the DXCC certificate, well, yes, that makes sense. The original
DXCC was what we now call Mixed. They now offer the mode-specific and band
specific and 5 band flavors, all of which are kept track of separately. But
I don't believe that you can now (or ever could) get a certificate that is
both band and mode specific now that they offer all of these flavors. Don't
worry about it.
What I'd be curious about is if you'd have to re-submit the cards, since
they now have the computerized records. If they already have in the
database that all of your cards were both 10M & Phone, and that they've
already checked them, you might not have to do anything else except write a
check. BUT, ask the DXCC desk for a ruling before relying on my opinion!
I'd once thought of confirming DXCC for each band separately, and then
asking, when sending in the last one, if I really needed to resubmit all
500+ cards based on their existing records. At the time, tho, there were no
15 or 20 meter single band awards, so I forgot about it. OK, I
procrastinated on it. And with only about 45 left to confirm on 80 for
5BDXCC... I still haven't sent anything in. One of these days, N1ND & staff
will really hate me for my submissions...
Regarding the bureau... yes, that's normal. It may take another year for
cards to really start flowing. Remember that most cards sent to the bureau
are sent in large quantity via cheap surface mail (and I mean the snail-est
of snail mail). So consider the sequence: You send your cards to an
outgoing bureau. They have to get sorted by destination (time involved)
along with everyone else's, then sent via s--l------o----------w mail to the
various incoming bureaus. Once they get there, weeks or months later, they
have to be sorted and sent to the destinations. More weeks or months until
they arrive. And THEN the station getting your card(s) has to reply, via
the same route(s)...
I still get cards trickling in from the early 1990's, and a recent batch
confirmed a couple of ARRL DX contest QSO's from 1984. Yes, almost 18
years. Most cards don't take anywhere near THAT long, but a year or two is
not uncommon.

Mine was #32,373 PHONE. I wonder if yours was MIXED or CW?
I say this because I learned something about the DXCC certificates today.
The type of certificates and endorsements weren't clear to me, so I e-mailed
the DXCC desk for an explanation. When I submitted my cards, they were all
PHONE and all Ten Meters. I asked the question why then did my certificate
said PHONE but not TEN METERS. Well each certificate is for either a mode
(PHONE, CW, MIXED, RTTY) or a BAND (80M-10M). If I wanted one for Ten
Meters, that would be another certificate, and another 10ドル of course. A
certificate can only have a MODE or BAND not both. I am still a little
confused as to how one would get a BAND certificate as it would always be a
PHONE, CW, MIXED or RTTY, no matter what. I guess it just depends upon which
box you check in the form.
Different question .... It took a year for me to get enough cards for DXCC.
But the funny thing is I have had only one mailing of 10 cards from the
incoming bureau in a years time. The other 92 cards were via direct. I have
sent well over 400 cards to the outgoing bureau, 150 of them exactly a year
ago. I know the bureau takes some time, but only ten cards in one year?
