Dick,
Based on past discussions of the alleged QSL manager, if you receive your
card direct or from any source OTHER than the schmuck in France, you should
not have a problem. It is only cards (for ANY station) coming out of this
individual in France that are a problem, due to that person's own actions.
If in doubt, talk to the DXCC desk before sending in the card(s) in
question.

I work him many times on 80 cw when in southern costa Rica. Got his
card direct. Very strong as he is near by. Am I to understand that a qso
with him won't count cause of some guy in france? I worked him as
