Gary is correct in that some QSL's are going to cost more than
others. My recommendation is the K1B QSL'er form groups to
send bundled QSL's in Registered packages. If you get a group
of about 6 and each put in 2ドル for outgoing postage that would
cover the high cost of a Registered Package.
Going Registered solo is way too expensive.
I think that this may be a reasonable solution to the unrealistic
expectations of a Russian QSL route.

If the implication is that he has sent out all requests and nothing has
been received within a month or so from Russia, just presume that it
wasn't received and submit again. This is very irritating but the post
office system is not trustworthy and this comes as no shock. Some cards
cost more than others and this comes as no shock either.
