Also: I got back a card sent via the bureau for a contact with FH5CB sent
to FH8CB. It was stamped "SORRY NO ACCEPT QSL". This was for a contact made
in September 2000. Does this mean that he doesn't QSL at all, or that the
card should be sent directly only (or possibly worse, the dreaded Not In Log)?
