Your theory is good but for some (of us) QSL managers it is somewhat
different. I am the manager for a Cuban station. The op is a Physics Prof.
at a University there. He earns 24ドル/month. He is married and has 2 kids. He
sends his logs from the University e mail station. But, interestingly enough
he has an Icom 706 which some Japanese business men visiting Cuba gave him
as a gift. He often asks me to send him beams, amps etc but it is
impossible for many reasons. I have explained this to him a few times in
both English and Spanish. He is a "good guy" but I pay for everything he
needs. Actually, QSLs (from Wimpy, nothing fancy), postage for buro
mailings, etc. I also send him a GS 20 via his friends in VE land who can
and do go down on vacations a few times a year. I am not real altruistic,
actually a boot strap guy from The Bronx, but having enjoyed active hamming
since 1963 I think I am "giving back" a little. Being a manager is
sometimes frustrating, post cards asking for a QSL, etc. I try to e mail
Hams that do that to help them. Maybe no one has told them the procedure.
He does get DX cards (to me of course) through the buro and I have no
trouble answering them via the buro. I was in the Navy at 18 and worked my
way through night college and did field engineering work. My son, with a
high school education, drives a city semi and makes more than I did after 49
years and education! The point is I am just an average retiree but can
"afford" to be a low level QSL manager, i.e. better than my guy in Cuba! I
am sure there are a lot of QSL managers in my category.
