It would be fairer to say that a private email full of conditions was
mis-quoted as an official change of ARRL policy, and the publication of this
email is what led to this misunderstanding.
But there is no confusion. Anyone who is acting as an authorized bona fide
QSL Manager who verifies contacts can reasonably expect cards they issue to
be accepted for DXCC, WAS, and other awards purposes.
(And that "authorized" situation has absolutely nothing to do with eQSL and
everything to do with the antics of a notorious & alleged QSL Manager and
ex-ham living over in Europe who's made the name "Ploubalay" a dirty word in
some circles).
Let's keep things in perspective guys. And let's work on solving the
problem, not pointing fingers at "the bad guys."

No, it is not true, yet, that the ARRL is accepting printed and mailed
eQSL cards.
Many thought, and with good reason, that ARRL reps gave the word
for acceptance of printed and mailed eQSL cards. An eMail was received
and widely published. However, an override/clarification was then
given. The cork has been placed back into the champagne bottle, which is
still full and is on chill !
There has been some dialog between eQSL and ARRL reps since the
earlier confusion (waffling). That dialog continues. Perhaps this
dialog is do to a significant amount of direct eMail, telephone, etc.
correspondence between ARRL members and/or potential members and ARRL
reps. One outcome of the dialog is the changes made to the eQSL.cc
INBOX display of data.
We need to be patient and hope that the outcome satisfies the
overwhelming majority. Life experiences tells us that there shall be,
in any case, some number of people that will not be satisfied. Remember,
this is an enjoyable hobby.
