I guess not. In your case you may opt to submit BQ9P for non-claimed
QSOs only. Others have already received their cards.

As it says in my article, LoTW will be permamently looking for record
matches, after each and every log submission. Should such match be
found, new 'matched record' will be credited to both stations. Now,
matched records will be checked against your DXCC credits. Should the
matched record be the missing DXCC credit, it will autmatically be
added, even if you do not ask for it. This means, for those DXCC
credits, you do not need to submit any QSL card. All you need is to
claim DXCC credits (for fee I guess).
Pricing elements are well understood (see the article), but not
necesarily all elements will be charged. The exact amount, and elements
are to be determeined.
Now if you are interested in printing your own 'incoming' QSL cards, or
downloading them in electronic form, all you need to do is to browse
'In-box' that represents nothing but 'matched records'.
In simple terms eQSl has changed its policy in that previously you were
able to browse all records that were available for you (unmatched). Now
they want you to submit your own records (logs), and retrieve only
matched ones. Record server must be powerfull machine to handle
scalability of such proportions, because people that were only
collecting
eQSL cards will now start to actually submit logs in large volumes.
Should you ever decide to go with LoTW, and if it becomes reality, this
will be the normal way of operation.
