You need another equal length of wire attached to the braid of the coax at
this elevated feedpoint. Or..perhaps because of the space limitation you
could run the wire vertically from the ground going up the 24 feet, then bend
to go horizontal. The coax center conductor would be attached at ground
level to this vertical wire. Then attach a bunch of wires laying on the ground
to the shield of the coax. The more wires the better fanning out around
the feedpoint. The longer each wire laying on the ground the better but more
wires is better than a few long wires on the ground. These wires don't have
to be of any particular length. Right now you basically have only half of
an antenna.
