How high is the balcony? Throw a quarter or halfwave off it and use a quarter wave length counterpoise strung around the room. Sorta like a dipole with one leg outside and the other inside. Perhaps use a fishng pole to move the outside length out from the building. Really thin magnet wire is nearly invisible. Deploy it at night and no one will know.
