Willy,
You caught me... what I meant to say was a loop hung vertically.
I have fed them 1/4 wl up but never really could tell the difference in on the air tests.
But yes, in theory, you are correct.

Feeding a full wave loop at the apex, is not true vertical polarization. Feeding a vertically hung full wave loop at 1/4 wave down from the apex is for true vertical polarization. Willy K3VW

Eric,
I have used loops of one type or another for 40-50 years... it has always been better for me if I feed them at the bottom. Feeding a vertically orientated loop at the top always seemed to have a very high angle of radiation. Great for close in communication but not so good for DX.

With my lack of air space for antennas, I've decided that a delta loop
on 28mhz would work if attached to the wall.  My actual thoughts was
to build 2.  One on the wall and one on the celling.  This would give
horzontal and vertical coverage based on which one I switch in.  Every
design I've looked at shows the feed point at the bottom.  I'd like to
keep the feed points to be close together.  So, would a delta loop
work with the feed point at the top?  To me, it should work just the
same, but I wanted to ask those who would know more than I do before I
start construction.
Thanks,
Eric
