[Antennas] Hustler 5BTV 40m

I am trying to help a friend with his 5btv and am having trouble getting
the 40 band in the "sweet spot" it looks like I need to make the top
section longer, I already have it maxed out. I can buy a longer piece of
tubing if needed, can I move the "spider" to lower the resonate freq? 
It is roof mounted with elevate radials. cut to length that the
instructions specify.
