[Antennas] Antenna Help

I was wondering if some one can help me out, The EMA here moved to the basement of the courthouse and we can't put antennas on the outside, so we have to them in the attic, Here is my problem, there is a metal floor in the attic VHF/UHF works fine it the HF that is giving me fits. we put a verticle up there but SWR is high and tried a tuner and able to get the swr down but can't make any contacts. there is not enough room for a G5rv . So can anyone give me an idea what we can put up that will work
