I recently became aware of an excellent series of field strength and 
impedance measurements of elevated vs. on-ground radials made by 
antenna guru N6LF. It's a work in progress, but Rudy still has more 
repeatable data than any other reference I've seen:

One other reference point is from N6BT, the flounder of Force12. Tom 
says that for best performance, keep your elevated radials above 8 
feet for 80m, 4 feet for 40m, etc.
