[Antennas] Trap Capacitor Voltages

I've heard that traps should be designed in order to be resonant "near" the frequency
of use but not resonant "right on" desired frequency of use.
Is this because of the high voltage present on the components (especially the
capacitor) in a parallel LC circuit at resonance?
If so, does anyone have a simple calculation for determining voltage or any other
pertinent info?
And lastly, does anyone know why inaccessible, "molded in" aluminum tube capacitors
produced by a well known trap manufacturer would fail at power levels above 500
watts?
