[Antennas] recommendations for short low dipole

My land lord is going to allow me a 2nd antenna on the 2nd floor flat tar and
gravel roof. I have a 12' tall bug catcher now tuned for 40m. Other bands are
usable with a tuner.
I have a lot of noise on 40m, a noise floor of S9 most of the time and man made
interference at many places along the band.
What kind of antenna would the group recommend with in these landlord imposed
parameters? It can only be 36" tall. It can be rotatable. I was thinking perhaps
2) 40m hamsticks as a dipole. The multiband MFJ dipole is pretty expensive for
my fixed income.
If I can transmit on it, fine. if not it would still be great to null out the rx
noise.
Any suggestions?
