Uh-uh, I was talking of any added stuff on the outside of an element that
may get soaked. 
I think the water and the resultant system of water, twine, and antenna
element would cause the element to look like it was electrically larger
diameter when wet, and change the tuning of that/those elements.
Water being a great acceptor and carrier for dirt and other conductive
debris suspended in it, and that resultant goop would be "attached", then,
electrically to the element, making it electrically different than a bare
element. It would probably get worse with time and gunginess.
I may be wrong. But that doesn't happen often... lol (-:
