[Antennas] which tuner is better for 160

Poor, too short Inverted L, too few and too short radials.
But my inverted L does work better than nothing.
So which tuner is best suited for the above antenna?
A Palstar AT1500CV or the Nye Viking MV V-A???
(PLEASE don't suggest I add more radials, living on a city lot and I'm very limited.)
