Dave,
I feel you are still confused about what a radial ground system does. A 
good ground (radial) system will improve a vertical antenna's efficiency 
but it will NOT change the takeoff angle.
Using NEC, if I model a ground mounted 1/4-wavelength vertical with four 
buried radials and compare it to the same antenna with 120 buried radials I 
will see an improvement in the antenna's gain but the take off angle for 
ether antenna will be the same providing the ground specifications remain 
the same.
