..you're talking about 2 totally different things. Any vertical mounted at
height depends on radials as a counterpoise, not really as a ground plane.
Being far from ground, you can get by with about 4 radials cut for the
lowest frequency of operation.
On the other hand if you install the antenna close to ground, you need many
more radials. In this case the role of the radials is twofold: they serve as
the second half of the antenna (counterpoise) and at the same time they form
a screen under the antenna , so as to isolate it from the lossy ground. 
The moral is that the higher you get the antenna, up to about a
halfwavelength, you need fewer radials to attain the same efficiency.
Sooooo, get it as high as possible and install as many radials as you can
but at least 4 evenly spaced.

I am considering putting up a Butternut HB9 vertical. 
I am thinking about mounting it atop a 40 or 50 foot mast with the radials
fanned out around it. Is there any advantage to getting this kind of height
or am I better off to mount it closer to the ground?
