Yes, all true. That said, if you can radiate one or two Watts you can
work the world, but it's much easier with a full sized resonant antenna.
Also having "any" antenna is better than none, and any antenna can be
good under the circumstances.
I also note that a dipole is a very good antenna indeed, and usually as
good as or slightly better than a vertical, at least for domestic QSO's.
Verticals are very good over seawater and saltmarshes. Yes, if you
want to work DX on 160, 80, and 40M a (big) vertical is very good, but
there are tradeoffs.
