[Antennas] ATAS-25

I just got this antenna and I cant get it to rx a thing. I had it set 
up outside with the ground radials on the ground. well one set out of 
the 2. I also but on all the vertical radials it asks for for the 
different fq's. Only being a tech I wanted to listen around on the HF 
bands for a bit and the hop over to the 6meter and 2 meter bands. But 
no luck on them ether. Mt new FT-857D just gives me a warning that the 
SWR is to hi. Does anyone have any ideas on how to tune this thing. I 
have the directions I just dont get what it is that it wants me to do to 
tune it.
By the way its real light and very easy to move around just can figure 
it out.\

Also if anyone has the FT-857 is there anyway to turn the power down on 
the thing I have been in and out of the manual all day and I can find 
anything.
