A couple of years ago just that happened in Arizona. There is a subdivision 
called Terravita, about 25 miles NE of downtown Phoneix, that has CC&R's 
that prohibit flagpoles and flags.
The HOA sued a resident because he refused to take his flagpole and flag 
down.
The state of Arizona now has a law that excludes flags from CC&R's.
Mr. & Mrs. Clip Board can be a real PITA.
