In the real world the way we measured the Impedance
of a coax was to place a variable type resistor at the
far end of the line, and vary that resistor until the
sending device saw j=0. (No reactance, I mean.) That's
part of doing a conjugate match when phase is important.
So, the half-wave has to be properly terminated to to
what it's expected to do. Any length, actually.
