[Antennas] 160 meters with short dipole

Sure ... just understand your options and limitations.

Fed as a dipole, with a decent tuner, it will work for local/high angle.
Fed as a top loaded vertical <short the feedline at the tuner> and it
will work for medium-long distances via a lower angle of radiation.
So ... the limitations are REAL, but at least you can play on 160m. 
As to what tuner ... lots of options ... from Hombrew to $$$,ドル the answer 
here will depend on your budget, power level of RF that you plan to use 
on 160m, and comfort level building your own unit.
