The way it looks to me is the antenna is a one-turn
loop. The capacity of the wires in 300-Ohm line is
high enough to keep it from being a two-turn loop.
It's definately not a folded dipole. Now, as you can
see, some stub arrangement is used to adjust the feed
point impedance. It's very possible that the stub
used at the feed point can be adjusted so that the
feed point is something other than 400 Ohms. Go for
300 Ohms and try it. Perhaps sometime we can discuss
the major difference and misunderstanding between
"flat" transmission lines and "tuned" or "resonant"
transmission lines. Big world out there.
