The feed impedance at that height will be about 70 to 80 ohms (resonant 
about 3.93 MHz), so a 4:1 balun wouldn't be appropriate for 80m single band 
operation. On 40m, the impedance will be near 200 ohms, but for the length 
you specified, it will be resonant well above the upper band edge (about 
7.6 - 7.7 MHz).
