Yes, possibly, but I'd have suspected otherwise. First, the van de
Graff is relatively difficult to build because it involves rapidly
moving belts. I've seen small models usef for demo or experimental
purposes, but the serious one was in a hugh building up in Cambridge
Mass. 
My impression was that high school physics labs tended to have a L*
generator. (a longish German name beginning with L). It consisted of a
couple glass disks with matalic foils and brushes. YOu cranked the
disks rapidly in opposite directions and stored the charge in a Leyden
Jar.
