Great question ... and that's my point ... not all "verticals" are 1/4w,
and some of the examples being tossed back and forth are different.
Some are 1/4w, some 1/2w ... some are something in between ...

Jim shared some of his modeling to answer the this. He results
showed how at certain heights it's a good idea, at other heights,
a not so good idea perhaps.
I think another post, described what was really a 1/2w vertical dipole
that he used on 20m?
The pattern will be omni-directional ... the wave angle, and impact
of a ground system ... that's what we are discussing now ... as those
variables will determine the antenna's performance.

Some of the newer Force 12 vertical models
are similar to what you are describing I think ...
