The book that I was thinking of is:
The GROUNDS for LIGHTNING and EMP PROTECTION
by Richard R. Block
Published by Polyphaser back in '87.
(and no...Im not plugging nor selling Polyphaser products at all...they
just published Blocks work)
A quick scan didn't reveal any mention of using the tower base concrete
as an Uffer ground.....and that could be related to any derived
"reduction" in strength due to welding of the rebar. 
They do have an illustration showing 3 Uffer's located around the base
structure and the guy end point structures.
The book gave me some pretty good insight into the mechanics of a
lightning strike and what it takes to dissapate that much energy. 
I know of a broadcast engineer that was CE for a couple of coastal
stations for several years that always had trouble with lightning until
he installed ground systems as described in the book. No trouble since
these ground systems were installed......ten years ago.....at all. And
the results are what matters......
