Do you have a source for this data?
I live in North Texas in a 70 mph (rated) area which is the lowest in the
US. It is a hill top location. Typical wind leading edge gusts are 55-60
mph! This occurs on a regular basis and is almost a step input since there
is nothing to break the wind to the horizon in all directions. My house and
barn are designed to 90 mph sustained wind speed. 40 mph is really a low
number and occurs here almost 9 months out of the year and does little more
than blow small objects around.
Maintenance of antennas and towers is important, but put up correctly,
towers should require almost none for 20 - 30 years of operation.
Unfortunately, we get a lot of ice, and a good ice storm will destroy most
antennas since it is usually accompanied with high winds.

<PRE>Insurance statistics show that about a third of all property damage
occurs
with winds of under 40mph, showing the importance of regular maintenance on
structures of all types, especially antennas and towers.
