[Antennas] Balanced Tuners

A few people have recommended "balanced tuners" in the group discussions. I
assume this means that the balun goes between the radio output and the tuner
elements, rather than on the antenna side of the elements. Is this correct?
If so then how are the tuner elements then arranged to keep everything
balanced? (for the example a Pi network only has the inductor on one side
and so the schematic appears unbalanced)
