An inverted L antenna, if 1/4 wavelength or less, is essentially a
vertical antenna, the "flat top" , so called, serves as a loading
section for the vertical portion. This is true because the part of the
quarter wave (or shorter) antenna that carries the most current is
vertical and it does the most of the radiating. Note that because it is
a vertical radiator it needs an adequate ground screen (lots of radials)
under it to work efficiently.
