Hi Paul:
 What you have now is a vertical with elevated radials. You have to go at least 1/2 wavelength off the ground on your chosen band to be able to categorize the antenna as a true ground plane. One thing is for sure, the higher your radials are, the more efficient your ground system will become the ground has less influence on overall antenna efficiency. In the alternative, as you raise the antenna higher, fewer radials will be required to obtain the same overall efficiency. Of course to get the radials higher typically means your vertical radiator must be higher and height is benefical to a HF radiator.
 If you can raise it without too much trouble, I would go for it. You have the potential for gain with little, if any, risk of reduced performance.
