[Antennas] Modeling yagi

Hello fellow anteneers...
This has always confused me and I'll be brief (well - at least the questions...):
Suppose a 28mhz 3 element yagi is at the top of a 3 meter mast, 
which is erected from the flat paved roof (10 meters X 10 meters) of a 12 meter high concrete building.
What is the "ground" in this case ? What's than the "height above ground" of the antenna?
Would your answer be other if the roof were 1m by 1m? 
What "ground" attributes should one assign to "a stone or concrete paved roof" (conductivity etc' )?
