[Antennas] Spencer Dipole Correction

I couldn't find anywhere in the thread concerning the Spencer where
anyone corrected the statement about the "grounds" (coaxial shields) at
the antenna feedpoint. They are NOT left open. They are soldered
together but not connected to anything else at the antenna end of the
feedline. At the tuner end of the feedline, the shields are not only
"tied together" but are connected to the ground connector of the tuner.
Lew's discussion assumes the use of a tuner. ("Lew McCoy On Antennas,"
