I have seen those - I think they are lightning mitigation devices.
But also, there is sometimes a smaller gadget just above the traffic lane: 
I remember seeing an overhead gadget just before some of the weigh stations 
that I think use a "pre-pass" system of some kind - I think the overhead 
one queries the truck's transponder and the truck reports something or 
displays something in the cab for the driver. (?) So I am guessing it is a 
microwave data system of some kind. I remember seeing instructions to 
truckers: "follow in-cab signals" or something like that.
I have not travelled I-75 into Fl, but I think I have seen this system at 
the I-95 entrance or exit.
