Using the Rohn supplied base will enable you to eventually remove the tower
completely (relocation ?) without having to jack hammer the concrete or cut
off the bottom section at ground level.
Using the base makes a lot of sense...
Also, embedding the lower section in concrete would loose about 3' or more
of height and possibly result in an increased rate of corrosion at the point
the legs go into the concrete.
