0 dBi + 0dBi = 0. Of course it could be measured like those CB antennas!
Anton 99 = 9.9 dB gain!! Over a carbon resistor underwater, so in fact
there is considerable gain to the reference!
The advantage of course is the broadbandedness! A 5/8 2m antenna with 3dB
gain, 50 W input, 100W ERP, but limited to 2m, a 100 MHz - 2,000 MHz
discone, 50W input, 50 W ERP, but not limited to any band. It depends on
your requirements!
For scanners and local comms they are perfect, for long haul, chances are
you'd use a Yagi or Helical, so a discone wouldn't be considered and cannot
really be compared.
You may use an antenna tuned to your "band", but this limits use to pretty
much that band, you could have twelve antennas to cover the entire range of
your scanner at twelve times the cost, not to mention co-ax, switches etc.
