I was trying to formulate a response something like yours, although
not as well done. It was not coming out too well.
Bottom line, what you want to do is not impossible, but damn sure
difficult. The corona discharge alone will cause all sorts of problems.
I work for an electric co. The underground crews must use special
cable ends to keep the insulation from stripping itself off on the 
higher-voltage stuff. And we have nothing near 1,000,000 volts.
345kv is as high as it gets. (Unless we take a lightening hit!) Last,
you will need to use AC to produce your output. Either a transformer
or some type of multiple stage voltage doubler. Yep... damn difficult.
