I addded the PCKBD_CNATTACH_MAY_FAIL to XEN3_DOM0 and now things boot ok. I think there is still trouble in the general logic of console input attachment, but I no longer have a pressing need to dig in, and it isn't something I understand particularly well. Thanks again for the pckbc hint.
