First, please do not over-cc. The To: line is just not reasonable.
This doesn't belong on tech-pkg but I'm following up there anyway. It
belongs as a request for help on pkgsrc-users, not as a bug report.
On my 10.0_RC2 system, I did
 cd /usr/pkgsrc/devel/rcs
 make package
and as expected it built fine.
