It's not clear exactly what you're trying to achieve. There is
NOT_FOR_BULK_PLATFORM that will skip packages that have it set in bulk
builds, but I get the feeling that's not exactly what you're after.
What kind of time controls are you thinking of and what behaviour do
you expect to happen?
