Comment out the following lines in "pkgsrc/mk/tools/tools.Linux.mk":
 .if exists(/usr/bin/m4)
 TOOLS_PLATFORM.gm4?= /usr/bin/m4
 .endif
The correct fix to detect whether the provided "m4" is too old.
