emacs packages fail
Rather fresh pkgsrc-current installed to ~/pkg.temp (unprivileged).

According to ../../editors/mule-ucs/buildlink3.mk
included from emacs-w3m/Makefile mule-ucs should NOT be added
to dependencies.
editors/mule-ucs/buildlink3.mk:

.if ${EMACS_FLAVOR} == "emacs" && ${EMACS_VERSION_MAJOR} < 22

But EMACS_VERSION_MAJOR is empty.

It looks like a bug.
