tech-pkg: java meta package

I'm starting to fiddle around with Java on NetBSD, and I was wondering
there should be a meta-pkgs/java and meta-pkgs/java-gui which would
install everything needed to get Java up and running. So far, it's been a
game of install, see how the Java app doesn't work, install something
else, lather-rinse-repeat.
