A quick summary of the discution so far: all proposals for a 0 index
have quirks, except raising an error.
We chose one particular quirk a long time ago, and it did not seem to
bother anyone until a few days ago. We see no good reason to change it
to a different quirk. Raising an error seems a reasonable option, but
it may not be worth the incompatibility.
