It works for me under Linux:
% cat x.lua
área = 1
% cat setlocale.lua
os.setlocale("","ctype")
% lua51 -lsetlocale x.lua
lua51: x.lua:1: unexpected symbol near 'á'
% env LANG=pt_BR lua51 -lsetlocale x.lua
(no error message)
