There is only one byte changing between the messages:
byte = '01' : 1 click scroll up
byte = '02' : 2 clicks scroll up
byte = '03' : 3 clicks scroll up
...
byte = 'ff' : 1 click scroll down
byte = 'fe' : 2 clicks scroll down
...
