Maybe udhcpc gives up before the AP is associated?
BTW, it looks like adding
 iwconfig eth0 essid $ESSID channel $CHANNEL
just before calling wpa_supplicant speeds up things for me.
It hasn't failed since I started doing that, FWIW.
