[WriteLog] Key remapping & stateful enter key for RTTY

I must be more alert now; I just found the shortcut for "Send
call/exchange."
I still haven't gotten the Enter key to send CQ yet.

I'm trying to have the ' (apostrophe) key duplicate the Insert key but I
don't see the correct keyboard shortcut to choose from.
I have the menu option checked under Entry-->Enter sends exch/QRZ. With the
CALL field empty I expect the Enter key to send CQ, but instead it's sending
what I have in my F2, which is the exchange, which would be fine with a call
in that field.
